EGGA welcomes the Net Zero Industry Act (NZIA) as important legislation that plays a key role in the supply chains of net-zero technologies falling under the scope of the Act, such as solar and wind technologies.
EGGA supports the objectives of Regulation (EU) 2024/1735 and particularly endorses that the Act provides for the scaling up of the EU manufacturing capacity of net-zero technologies and their entire supply chains.
Throughout the development of the NZIA, we have emphasised the importance to recognize all components of the supply chains of the final net-zero technologies in the scope of NZIA and the use of galvanizing to impart high durability and circularity to the steel components used in those technologies. For solar technologies, we urged inclusion of mounting structures and tracker systems in the list of components.
On conditions for market access, we recommend to increase weight and prominence of sustainability and resilience contribution criteria in public procurement procedures and auctions.

It is important that “solar mounting structures, including trackers” are includedin both the list of “primarily used” solar technology components that will be identified through Delegated Act (Art 46.7) and the list of specific components contributing to resilience in public procurement and auctions that is defined through Implementing Act (Art 29.2).
Solar mounting structures, including trackers systems are increasingly supplied from dominant third countries, so must be included in the scope of the Act’s implementing legislation.
Our position also aligns with the list of eight essential solar supply chain categories that is supported by the European solar PV sector.
